Nepal Health Sector Support Programme (NHSSP) is a technical assistance programme to the Government of Nepal’s Ministry of Health and Population (MoHP), funded with UK Aid, designed to support the goals of Nepal Health Sector Strategy (2015/16 – 2020/21) and contribute to the MoHP’s efforts to provide quality health services leaving no-one behind. It is implemented by a consortium led by Options Consultancy Limited, with HERD International and Oxford Policy Management. Position The Coverage and Quality Team Leader will provide technical assistance under the Coverage and Quality Thematic Area. The key purpose of the Thematic Area is to ensure sustainable quality assurance and improvement processes are institutionalised at all levels with increased access to quality Basic Health Care Services (BHCS) and Emergency Obstetric and Newborn Care (EmONC), particularly among the poor and disadvantaged (and in remote areas). The purpose of this post is to provide effective technical inputs to the MoHP/DoHS to enable the delivery against the objectives of NHSSP 3. The postholder will also support the development of the framework by providing technical support at sub-national levels and oversee its technical delivery to ensure C&Q thematic priorities are met. They will provide robust technical leadership for the team, support capacity enhancement to the MoHP and DoHS, and relevant sub-national government bodies as needed, to improve equitable access and the quality of health services. Requirements To succeed in this role, you will have: * Significant and proven experience (at least 15 years) in development and implementation of programmes within the health sector, and strengthening government health system, preferably in Nepal * Knowledge of international best practice on SMNH, FP/SRH, Quality of Care and Quality Improvement and Quality Assurance approaches * Knowledge of monitoring/critical analysis of health system performance focusing on SMNH, FP/SRH * Knowledge of the issues affecting women’s health and access to service in Nepal * Good experience on communicating evidence effectively to better inform SMNH and FP/SRH planning, decision making, advocacy and accountability within government. * Deep understanding of the operations of the Govt of Nepal, MoHP, and familiarity with all spheres of government. * Proven experience in strategic planning, budgeting and programme control * Excellent record of people management and management of teams * Fluency in written and spoken English * Ability to travel within Nepal as required * Applicants must have the right to work in Nepal Other information * Our organisation is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and expects all staff and post holders to share this commitment. * We seek people who are pro-choice, energetic and enthusiastic about Options’ vision. * UK Aid / NHSSP is an equal opportunities employer and encourages candidates of all backgrounds to apply, including under-represented groups, specifically women and people with disabilities. * Closing date for applications: 3 January 2021 * Only shortlisted applicants will be contacted for interview. * Please note that this role will be subject to full pre-employment background checks including criminal record check, identification check, employment references and right to work verification (where appropriate).
