Senior Technical Officer – Health Information Systems USAID’s Strengthening Systems for Better Health (SSBH) Activity is seeking applications from qualified professionals for the position listed below. Position: Senior Technical Officer – Health Information Systems NUMBER OF VACANCIES: 1 LOCATION: Butwal SUPERVISOR: Information System Specialist Specific responsibilities and duties include the following: * Provide technical support to Province MoSD including Health Directorate Office to establish and/or strengthen performance tracking mechanism (including periodic reviews, monitoring and evaluation) and its implementation, evidence generation mechanism, and use of evidences by coordinating with other technical colleagues based in Butwal. * Coordinate with relevant provincial government and non-government stakeholders to support implementation of HIS-related interventions at district and municipal level. * Engage with district and field-based staff in development of technical assistance plans for municipalities and activity’s annual planning and reporting process * Provide hands on technical support to field staff and government entities (district and municipalities) to plan and implement routine information systems (HMIS and LMIS) related activities and support establishment and/or strengthening of performance tracking mechanisms, evidence generation mechanisms, and use of evidence for planning, decision-making and assessment of health services performance. * Track HMIS reporting performance monthly and LMIS reporting quarterly and communicate with municipalities, health offices and provincial office for improvement, timely and quality reporting. * Provide technical support to field-level staff and counterparts to scale-up DHIS2 in health facilities, and advocate for sustainable use of DHIS2. * Provide support to MoSDs and Health Directorate to interpret and use health information to develop evidence-based policies, guidelines, regulations, strategies and other legal documents. * Support MoSDs to introduce, scale-up and implement other health related MIS platforms. This position requires a minimum of 60% travel to districts and municipalities across the SSBH operational area. Required qualifications include: * Graduate degree (Masters or above) in public health or other allied health sciences. * At least six years of related professional experience in managing routine health information system, data management and must have knowledge of HMIS, DHIS2, HMIS, LMIS, eLMIS required. * Strong networking and team mobilization skills. * A proficient user of MS-Excel, MS-Word, MS-PowerPoint, SPSS/Stata or other statistical tools * Ability and willingness to work/travel in remote areas of the activity working area * Computer skills, including effective working skills in remote conditions * Excellent written/oral skills in Nepali and English * Qualified applicants who are from and/or currently working in selected areas of the Province 5 (Banke, Bardia, Dang, Kapilbastu, Rupandehi and Nawal SSBH is committed to achieving workforce diversity in terms of gender and culture.
