Technical Officer – Health Systems Strengthening and Health Information Systems
USAID’s Strengthening Systems for Better Health (SSBH) Activity is seeking applications from qualified professionals for the position listed below.

Specific Duties and Responsibilities
Health System Governance
* Conduct Health Systems and instructional capacity assessment in municipalities and Health facilities as needed.
* Provide support to district and municipal level policymakers on strategic planning and budgeting, resource allocation, annual Calendar of Operation, budget execution, and monitoring and evaluation, human resource management and other health systems issues as required.
* Provide technical support to prepare municipal level health profile, inclusive of stakeholder analyses (working in the district/Municipality).
* Support municipalities to prepare municipal health policy, act, protocols and related guideline.
* Undertake activities in support of enhanced governance, accountability and citizen engagement with the health service delivery system and health authorities.
* Together with MNCH/FP Technical Officer, assist with moderating/facilitating municipal level periodic and annual reviews and planning meetings; help to establish a system for annual/periodic review, ensuring GESI issue are incorporated in plan, promoting best practice in the use of evidence to monitor progress and performance, identify gaps and support to design feasible solutions to address gaps in service coverage and health systems performance.
* Together with MNCH/FP technical officer, provide technical support to strengthen the effective functioning of selected Health Facility Operation and Management Committees (HFOMC).
Generation and Use of Health Data
* Implement activities related to information systems at the municipal and health facility level, and strengthen the capacity of municipal health section to enable them to functionalize HMIS recording and reporting systems, use these data for performance improvement and decision making.
* Work closely with the provincial Health Information Systems Specialist and MEL Specialist to analyze strategic information to help inform decision making at the provincial and municipal level.
* Work closely with MNCH/FP technical officer to support municipalities and health facilities primarily in low performing areas to analyze health data to identify un-reached/underserved populations, barriers, and to prepare micro-plans to improve their utilization and to link those micro-plans with annual planning, budgeting, and monitoring activities
* Ensure that municipal and facility-level HMIS and LMIS recording and reporting systems are functioning well, and municipalities are able to access and interpret accurate, real-time data in support of evidence-based planning and resource allocation. Support municipalities and health facilities in using DHIS2 and eLMIS platform to report, review and use municipal HMIS and LMIS data respectively.
* Work closely with USAID’s PSM Project, if working in the area, to strengthen procurement and supply chain management systems at province, municipality, and health facility levels.
* Facilitate packaging and visualization of facility and municipal level health data (dashboards, infographics) and assist municipal and provincial health departments to ensure that the data is widely available to the public through appropriate communication channels.
* Encourage routine inspection of logistic and commodities and update in digital systems.
Collaboration, Coordination & Program Management Support
* Actively engage with other partners, stakeholders and private sector service providers at municipal level to create synergy and reduce the duplication of work.
* Together with MNCH/FP Technical Officer, ensure accurate and timely submission of required technical reports and deliverables, including lessons learned, and description of exemplary practices in HIS and HSS in assigned geographical area.
* Assist with the planning of project meetings, training sessions and consultations, collecting additional information from municipalities, health facilities, health (service) offices, etc. as needed and assigned.
Required qualifications include:
* Bachelor’s Degree in Public Health, Public Administration, Epidemiology, Statistics, Social Sciences or other relevant field
* Minimum of 6 years of relevant professional experience in health system, health information systems and/or monitoring, evaluation, and learning.
* Understanding of Government of Nepal’s health care delivery system including service availability, utilization, quality aspects.
* Experience working on internationally-funded health projects highly desirable
* Strong interpersonal skills, initiative, good judgment and problem-solving abilities, and ability and willingness to work collaboratively as part of a high-functioning team
* Excellent report writing, analytical, communication and advocacy skills, including oral presentation skills
* Strong networking and Computer proficiency (MS Word, MS Excel, Statistical Software) and information systems
