Vacancy Announcement for Supply Chain Specialist (SCS) Project: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Nepal General Summary and Background The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG- funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: * Global Commodity Procurement and Logistics * Systems Strengthening Technical Assistance * Global Collaboration to Improve Long-Term Availability of Health Commodities Principal Duties and Responsibilities (Essential Functions) Under the guidance of the Senior HSS Manager s/he will primarily engage with the HSS team to provide capacity building support to GoN stakeholders and monitor the project technical activities related to improving the supply chain processes, implementing eLMIS solution and commodity security in Nepal. S/he will be advising Management Divisions (MD) and Provincial Health Directorates (PHD) for process reengineering to improve supply chain performance. In addition, s/he will work with MD & PHDs for process adaptation, adherence, monitor process compliance and develop plans to enforce implementation of the right processes at all project sites. This position requires an understanding of supply chain implementation, oversight, problem solving, data management, and coordination. The key responsibilities include but not limited to: * Supports the implementation of supply chain best practice and continuous improvement particularly in the areas of warehousing, distribution and inventory management processes. * Maintain records of capacity building and training activities provided and contribute to central project records required for such activities. * Draft monthly and quarterly activity updates for inclusion in routine reports for project and stakeholders. * Liaise with stakeholders at all levels as required by the work plan activities and ensure GHSC-PSM HSS visibility. * Work closely with the HSS team, the M&E and MIS teams to ensure timely and efficient overall data analysis and reporting. * Work collaboratively with other team members to maintain high standards of internal communications and professional working standards. * Maintain cordial relationships and team spirit is maintained with GHSC-PSM staff and government counterparts * Work collaboratively with other team members to maintain high standards of internal communications and professional working standards. * Collect required data in a timely manner and conduct data quality checks to ensure reliability of information reported. * Coordinate with stakeholders and project management to obtain missing data and resolve data quality issues. * Prepare reports and analysis on a routine and ad hoc basis as required by the work plan and project needs. These will include, but are not limited to; reporting rates, data quality assessment, stock availability, stockout, near expiry and expired * Work with M&E team, prepare data reports and assist in the preparation of data feedback to Field Support Officers and the PSM project team * Track the actions and activities of GoN partners following such reviews to ensure timely implementation of agreed plans and the prevention of stock out or any other supply chain wastages. * Arrange feedback sessions to GoN partners to present findings and recommend improvements * Participate in capacity building initiatives to strengthen warehousing and distribution management, logistics and inventory management to strengthen supply chain performance at all levels. * Support medical stores at all levels of the system to improve their stock accuracy * Promote and advocate for information-based decisions at all levels of logistics system. * Other tasks as assigned. Job Qualifications * Advanced degree in health-related field, public health, supply chain management, Pharmacy degree preferred. * Knowledge of logistics management information system (LMIS) in public health supply chain management * Minimum 3 years’ experience in supply chain implementation, oversight and monitoring (preferably health commodities) * Previous experience in public health commodity management is desirable * Demonstrated ability to manage and implement public health programs * Able to take direction and collaborate with other project teams and stakeholders * Experience in conducting assessments, developing key recommendations and interventions. * A general understanding of the Nepal federal structure * Proficient writing skills, data analysis and presentation skills; excellent interpersonal, written and oral communication skills in English and Nepali languages and proven public relations skills * Able to work independently with minimum supervision * Eager to learn and come up with initiatives to resolve supply chain challenges or performance gaps * Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint. * Experience working with USAID-funded programs is an added advantage * This is a local position for Nepal citizens Level of Effort and Location This long-term position will be based in Katmandu, Nepal, with intermittent travel throughout the country and international when necessary Supervision Supply Chain Specialist will report to the Senior Health System Strengthening Manager.
